The reforms, designed to improve the reintegration of prisoners, were approved following discussions during a Cabinet meeting on December 1, 2024.
The initiative introduces a structured framework under which inmates who successfully complete rehabilitation programs will be eligible for sentence reductions and pardons. These programs will be overseen by the Ministry of Homeland Security and Technology in collaboration with the Maldives Correctional Service.

The reforms include several major changes, such as the development of new rehabilitation guidelines and the expansion of employment prospects for inmates. Opportunities will be provided both within prison facilities and through community-based programs.
